Not directly. A standalone PIR fixture has no radio and nothing to report — it switches its own light and stops there, so there's no signal for Home Assistant to see. To pull a motion event into your smart home you need a device built to emit one: the Sengled Zigbee bulb through ZHA or Zigbee2MQTT, the Philips Hue sensor through the Hue Bridge, or a dedicated Zigbee or Z-Wave motion sensor paired alongside your fixture in an automation. Adding connectivity to a dumb light means replacing it, not upgrading it.
